To amend chapter 105, RSMo, by adding thereto one new section relating to entities receiving state funds, with penalty provisions.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 105, RSMo, is amended by adding thereto one new section, to be known as section 105.499, to read as follows:
105.499. 1. In each year beginning on or after January 1, 2013, any political subdivision, state agency, business organization, or public or private entity that receives and accepts appropriated state general revenue funds during such year shall publish a public notice in a newspaper of general circulation listing the name and compensation received by each registered lobbyist employed by such political subdivision, state agency, business organization, or public or private entity. Political subdivisions, state agencies, and public entities shall also publish a public notice listing the names of any other entity or organization with which such political subdivisions, state agencies, or public entities have a membership relation consisting in part of the periodic payment of membership dues. The listing shall include the name of the entity or organization and the amount of dues paid. Publication of the notice required by this section shall occur on or before December thirty-first of each year in which such state funds were accepted.
2. Notwithstanding any provision of this section to the contrary, private associations or business organizations shall not be required under this section to publish any membership lists of their individual members or any notice of their membership relationship with any other entity or organization or individual.
3. This section shall not apply to any individual receiving appropriated state general revenue funds for any purpose, including but not limited to funds for the purpose of tax rebates, salaries, or payments on bonds.
4. All information required to be published under this section shall be reported to and published on the Missouri accountability portal maintained under section 37.850.
5. Any failure to publish a public notice under this section shall be punishable by a civil fine not to exceed one thousand dollars.
