Whereas, according to data from the United States Department of Energy, the State of Missouri consistently ranks among the best ten states in the country in terms of low electric rates for its citizens; and
Whereas, eighty percent of Missouri's energy is currently produced by coal-burning power plants and the national average for states receiving electricity from coal-burning power plants is approximately fifty percent; and
Whereas, federal legislation capping carbon emissions would significantly and disproportionately increase electric rates for Missourians due to Missouri's higher percentage of electricity from coal-burning power plants; and
Whereas, the citizens of the State of Missouri would bear an unfair percentage of the burden of the costs of any legislation capping carbon emissions; and
Whereas, in the current economic environment, disproportionate increases in electric rates would create an unfair advantage for out-of-state and foreign industries and manufacturers over Missouri industries and manufacturers; and
Whereas, legislation that caps carbon emissions in the United States will result in a loss of jobs and economic prosperity for the State of Missouri:
Now, therefore, be it resolved that the members of the House of Representatives of the Ninety-fifth General Assembly, Second Regular Session, the Senate concurring therein, hereby strongly urge the United States Congress to reject legislation which caps carbon emissions unless such legislation includes specific provisions to protect Missourians; and
Be it further resolved that the Chief Clerk of the Missouri House of Representatives be instructed to prepare properly inscribed copies of this resolution for President Barack Obama, the Majority and Minority Leaders of the United States Senate, the Majority and Minority Leaders of the United States House of Representatives, and each member of the Missouri Congressional delegation.
