AN ACT

To amend chapter 34, RSMo, by adding thereto one new section relating to state purchasing.

Be it enacted by the General Assembly of the state of Missouri, as follows:

            Section A. Chapter 34, RSMo, is amended by adding thereto one new section, to be known as section 34.166, to read as follows:

            34.166. Notwithstanding any provision to the contrary, the governor may identify cost-saving efficiencies and enter into contracts of ten million dollars or less without a bid or with an accelerated bid process program. Such contracts shall be limited to twelve months. A return on investment shall be issued. If the return on investment is achieved, the contract may be extended or rebid. The state auditor may audit the return on investment assumption. Each year the office of administration shall inform the president pro tem of the senate and the speaker of the house of representatives and list all contracts that have occurred under this section.
