Biography
Rep. Shamed Dogan, a Republican, represents part of St. Louis County (District 98) in the Missouri House of Representatives. His district includes parts of Ballwin, Ellisville, Fenton, and Wildwood. He was elected to his first two-year term in November 2014, and re-elected to additional terms in 2016 and 2018. Dogan serves as Chairman of the House Special Committee on Criminal Justice, which was created to craft innovative policy solutions that ensure the safety of the public and address the state’s prison overcrowding problem.
Rep. Dogan's legislative agenda has focused on education reform, ethics reform, and criminal justice reform. In his first year in the House, he successfully organized two-thirds of the legislature to petition Governor Nixon to commute the sentence of Jeff Mizanskey, who served over 20 years of a life sentence for nonviolent marijuana offenses. He also sponsored the "Blue Alert" law to allow for quicker capture of anyone suspected of killing or injuring a police officer, after Ballwin Police Officer Mike Flamion was shot and wounded in his district in 2016.
Prior to his legislative duties, Rep. Dogan served from 2011-2014 as an Alderman representing Ballwin’s 2nd Ward, and also worked as a fundraiser for Washington University in St. Louis. After graduating college, Rep. Dogan worked for the National Republican Senatorial Committee and served for three years as a legislative assistant to Senator Jim Talent. During his time working for Senator Talent, he helped write federal “Pass with Care” legislation and advised the Senator on issues including transportation, immigration and 2nd Amendment rights.
Rep. Dogan is currently a board member for the Epworth Children & Family Services. He is a former board member of the Epilepsy Foundation of Missouri & Kansas, the St. Louis Area Young Republicans, and the West St. Louis County Jaycees.
A 1996 graduate of Mary Institute and St. Louis Country Day School, Rep. Dogan received his bachelor’s degree from Yale University in 2000 in both Political Science and Philosophy.
Rep. Dogan lives in Ballwin with his wife, Sara, and their two children.
