Summary of the Introduced Bill

HB 1383 -- Missouri Accountability Portal

Sponsor:  Cox

This bill requires every department and division of the state
that receives any grant of federal funds of $1 million or more to
document certain information and make that information easily
available on the Missouri accountability portal.  This
information must be updated within 30 days of any receipt or
transferal of funds.

If a grant of federal funds is transferred to another department
or division, the department or division receiving the funds must
report to the department or division from which the funds came
and account for how the funds were used and any statistical
impact that can be determined to result from the usage.

The cost to administer these provisions must be paid from the
grant of federal funds and not from any amount of state funds
appropriated to any department or division.  The Office of
Administration must promulgate rules to implement these
provisions.

The Governor must submit a daily report stating all amounts
withheld from the state's operating budget for the current fiscal
year.  The daily report must be conspicuously posted on the
accountability portal website, searchable by the amounts withheld
from each individual fund, and searchable by the total amount
withheld from the operating budget.

The bill contains an emergency clause.
