Summary of the Committee Version of the Bill

HB 1041 -- TRANSFER OF REAL PROPERTY BY STATE UNIVERSITIES

SPONSOR:  Thomson

COMMITTEE ACTION:  Voted "do pass" by the Committee on Higher
Education by a vote of 12 to 0.

Currently, only the Board of Governors of Missouri Western State
University may transfer property, except in fee simple, without
an authorizing act of the General Assembly.  This bill restores
that ability to the board of governors of the other state
universities and changes the expiration date of those provisions
from August 28, 2014, to August 28, 2017.

The bill contains an emergency clause.

FISCAL NOTE:  No impact on state funds in FY 2013, FY 2014, and
FY 2015.

PROPONENTS:  Supporters say that the bill is needed to allow most
state universities to continue to lease their property to
businesses without waiting for the General Assembly to be in
session to approve the lease.  Frequently, the leased properties
involve economic development collaboration on science and
technology issues with the university.

Testifying for the bill were Representative Thomson; Missouri
State University; Northwest Missouri State University; Missouri
Southern State University; and University of Central Missouri.

OPPONENTS:  There was no opposition voiced to the committee.
