Summary of the House Committee Version of the Bill

SCS SB 1250 -- MISSOURI PROPANE EDUCATION AND RESEARCH COUNCIL

SPONSOR:  Scott (Rector)

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Communication, Energy and Technology by a vote of 20 to 0.

This substitute changes the representation of the membership of
the Missouri Propane Education and Research Council.  The number
of members representing propane retail marketers is changed from
six to nine.  Current law also requires six members to represent
propane producers, but the substitute changes this to three
members representing propane wholesalers or resellers.  The
remaining membership of the council is the same.  Members filling
unexpired terms on the council will not have any partial term of
service count against the two-term limit.  Former members may be
reappointed after one year, rather than the current two-year
waiting period.

FISCAL NOTE:  No impact on state funds in FY 2005, FY 2006, and
FY 2007.

PROPONENTS:  Supporters say that the bill is necessary to correct
an error in the original legislation that was to include
representation by propane producers.  However, Missouri only has
propane retailers and wholesalers.  The changes made to the
council members' terms are required to prevent perpetual
vacancies on the council.

Testifying for the bill were Senator Scott; and Missouri Propane
Education and Research Council.

OPPONENTS:  There was no opposition voiced to the committee.
