Current Bill Summary
SCS/SB 1100 - This act provides that the publishing of
proposed rules in the Missouri Register and final administrative
rules in the Code of State Regulations may be done in a format
prescribed by the Secretary of State, or in writing upon request.
A notice of proposed rulemaking must include the text of the
proposed rule with new matter printed in boldface type.
Currently, new matter in a text may also be underlined.
The text of a rule, regulation, standard or guideline of a
federal agency or a nationally or state recognized organization,
which is incorporated by reference into an administrative rule
must be available at the headquarters of the agency adopting the
rule. Currently, both the agency and the secretary of state must
make a copy of the referenced material available at their
respective offices.
