AN ACT
To amend chapter 301, RSMo, by adding thereto one new section relating to special event license plates.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 301, RSMo, is amended by adding thereto one new section, to be known as section 301.3110, to read as
follows:
301.3110. 1. The department of revenue may issue special event license plates in recognition or commemoration of
special events which promote the interests of Missouri citizens. These plates shall be valid for no more than sixty
days prior to the date of expiration. The director of the department of revenue shall require the applicant for such
plates to pay for the costs of furnishing the plates.
2. Special event license plates shall satisfy the requirements of this chapter relating to licensing and registering the
motor vehicle during the time period the plates are valid. Such license plates shall be made with fully reflective
material, shall be clearly visible at night, and shall be aesthetically attractive, as prescribed by section 301.130. All
special event license plates shall indicate, in the lower right corner, the date of expiration in characters no less than
one-half inch high.
3. Beginning January 1, 2003, all special event license plates shall be recorded by the department of revenue for
immediate identification. The director of revenue, upon issuing a new series of special event license plates, shall
notify all law enforcement officials in the state of the design and other special features of the special event license
plate series.
4. The director of revenue shall design all necessary forms required by this section. The director of revenue shall
have the authority to promulgate any rules and regulations necessary to implement the provisions of this section. No
rule or portion of a rule promulgated pursuant to the authority of this section shall become effective unless it has
been promulgated pursuant to chapter 536, RSMo.
