Biography:
Rep. Penny Hubbard, a Democrat, represents St. Louis City (District 78) in the Missouri House of Representatives. She was elected to her first two-year term in November 2010.

In addition to her legislative duties, Rep. Hubbard has worked in the justice system as a program specialist for 10 years. She was also the first woman unit manager of the St. Louis Justice Center. In addition, Rep. Hubbard was appointment by Governor Bob Holden to serve as one of the commissioners on the Board of Probation and Parole from 2004 through 2010.

Rep. Hubbard has worked with numerous shelters such as homeless shelters for women with drug and substance abuse problems, abused women, homeless pregnant women and also homeless single mothers. In addition, she worked with Mission Gate for placement of male and female ex-offenders.

Rep. Hubbard is a 1971 graduate of St. Alphonsus “Rock” High School. She earned an associate’s degree in 1974.

Born September 26, 1953 in St. Louis, Rep. Hubbard currently resides there with her husband, Rodney. They are the parents of four children.
